David B. Kutrosky, Principal

David Kutrosky, Principal of DBK Advisory Services, LLC, brings thirty-seven (37) years of extensive multi-modal transportation engineering, planning, and financing experience to his clients. 

Established in July 2019, David has been providing support to the following clients and projects: 

• Valley Link Project oversees 3rd party agreements and guiding FTA-related management plans as a member of the program management support service team 
• Metrolink serves as a strategic advisor for the regional rail system assisting in host freight railroad issues, project delivery, and supporting various service planning initiatives 
• Caltrans supports operating budget plans and implementing  financial performance metrics as well as assisting in the advancement of capital programs and operating plans for  various state intercity rail corridors  
• Solano Transportation Authority manages passenger rail  feasibility studies and station improvement projects in the North Bay 
• City of Oakland assists with project funding plans and railroad coordination for the Embarcadero West Safety/Access Improvements Project
• Caltrain  serves as a strategic advisor assisting with  3rd party service planning requests

He is a problem-solver who has gained experience assisting his clients to navigate the various challenges of managing a public transport service from initial service planning to project design and construction to operational management through collaborative partnering and application of the latest advances in rail and transit technologies and business analytics.

Until July 2019, David served as the Managing Director for California’s Capitol Corridor Joint Powers Authority (CCJPA), the public-sector agency managing the Amtrak-operated intercity passenger rail service between San Jose – Oakland/San Francisco – Sacramento/Auburn. He oversaw a management team whose duties included operations and strategic planning, capital programming, customer service, budget and contract administration, public and legislative affairs, and marketing.  During his tenure, David successfully secured over $750 million in capital funding and introduced innovative and transformative initiatives including e-Ticketing and on-train free WiFi service. 

David remains active in the passenger rail industry to help develop strategies and actions to enhance and grow the network of passenger railroad services.
